Fold. This is only a high-card hand worse than Ace-King, so fold. With less than Ace-King high you lose too often to make the raise worthwhile. Caribbean Stud strategy in one line: raise with any pair or better; fold with less than Ace-King high; and with exactly Ace-King high, use the tie-breaker rules against the dealer's up-card.
