FoldJack-high and lower always fold. Without a pair and with a top card below a Queen, this hand falls short of the Queen-6-4 cutoff and loses money if you play it.
Note the pay-table quirk: the Queen-6-4 cutoff is optimal regardless of the Ante Bonus or Pair Plus pay tables — those side bets don't change when you should play the main hand.
