FoldQueen-high hands are the boundary, decided by comparing to Queen-6-4 card by card. Here your hand is below Queen-6-4, so fold.
The rule: with a Queen on top, play if your second card is a 7 or higher; if it's exactly a 6, play only when your third card is a 4 or higher (Q-6-4 and Q-6-5). Anything lower folds.
Note the pay-table quirk: the Queen-6-4 cutoff is optimal regardless of the Ante Bonus or Pair Plus pay tables — those side bets don't change when you should play the main hand.
