Pull it Back. A pair of Nines does not pay (you need Tens or better), so pull the bet back despite the pair. First-decision rule: let the first bet ride only with a paying hand (a pair of Tens or better), three to a royal flush, or three to a straight flush — consecutive suited cards (except 2-3-4 and A-2-3), a one-gap suited draw with a high card, or a two-gap suited draw with two high cards. Everything else pulls back.
