Bet 4×K-9 suited clears the pre-flop 4× threshold. Raising the maximum now — four times your ante — is correct because you'll never get to bet this much again, and this hand plays well enough heads-up against the dealer to justify it.
The full pre-flop rule: raise 4× with any pair of 3s or higher, any Ace, K-2 suited or better and K-5 offsuit or better, Q-6 suited / Q-8 offsuit or better, and J-8 suited / J-10 offsuit or better. Everything else checks.
